Letter from LDAF

Louisiana aquaculture producers with recorded losses associated with high feed inputs during the 2009 calendar may qualify for financial aid under the American Recovery and Reinvestment Act of 2009.  The Louisiana Department of Agriculture and Forestry expects to receive $484,260 and is currently devising a process to allocate these funds.

Meetings are being scheduled to explain the guidelines of the program and to assist the farmers in the application process.  Therefore, we recommend that you take the time to attend one of the three meetings.  If you absolutely can not attend any of the scheduled meetings, we will make the application and guidelines available to the general public, as soon as possible, on the Louisiana Department of Agriculture and Forestry website.  This site can be accessed at www.ldaf.state.la.us.  The link to the application and guidelines can be accessed on the home page through the link entitled 2009 Aquaculture Grant Program (AGP).

Federal guidelines for the program require that feed costs for eligible aquaculture species must be at least 25 percent of the total production costs. Eligible species in Louisiana include:  catfish, turtles, baitfish, tilapia and crawfish. Producers will be required to demonstrate that their 2009 feed costs are 25 percent or more than the 5-year average.

In an effort to expedite the application process, below is a list of documentation that will be required to be eligible for the 2009 Aquaculture Grant Program (AGP).

  1. 2009 Feed Tonnage Report


  1. Certification letter from the feed mill certifying tons purchased in 2009 and the average feed price paid by the aquaculture producer in the 2009 calendar year.


  1. Feed tonnage report for May through August 2010


  1. Producers that are NOT individuals will be required to establish a Dun and Bradstreet Universal Numbering System (DUNS) or update an existing DUNS number.  This can be done at www.dnb.com.


  1. Producers that are NOT individuals are also required to register with the Central Contractor Registration (CCR) database or update and existing registration with CCR www.ccr.gov.
